Libya Ready to Join Barcelona Process

And Romano Prodi is glad. Libya has been an observer at the Euro-Mediterranean partnership, more commonly called the Barcelona Process, but has resisted joining because of the participation of Israel.

The Barcelona Process is an ongoing dialogue between countries in the European Union, Middle Eastern and North Africa which began at the Euro-Mediterranean Conference of November, 1995. Its stated aims include the establishment of an "area of shared prosperity," "partnership in social, cultural and human affairs," and the creation of a free trade area by 2010. This kind of bureaucratic language makes it easy to underestimate the importance of the Barcelona Process: also covered are matters of pressing importance to all the countries in the region, such as industry, agriculture and the environment, with a special section dedicated, appropriately, to water.
