The report adds that "at the height of the peace process, in 1994 and 1995, there was talk of developing the coast line and building tourist hotels in Gaza. All such plans have fallen away now." Mediterranean Blue thinks this is a mistake. Palestine is already developing tourism in general and extending this to Gaza in particular could only be good both for the struggling Palestinian economy and understanding between Arabs and Jews. The big obstacle is security, and if the Palestinians got their act together it could be overcome. Surely EU money could be found for such a project, which would fit squarely within the terms of the Barcelona Process. And if Europe has to pick up the bill for Israel's lack of scruples, it would surely make better financial sense to invest than to give charity.
