Although President Arafat has publicly stated

all internationally recognised human rights standards and to incorporating
them fully into Palestinian law, the Palestinian Authority has yet to make
real progress in human rights and good governance.
The practice of detention without trial or charge is used, and beatings and torture are not uncommon in Palestinian detention centres. The death penalty still exists. The EU has encouraged President Arafat to consider the introduction of a moratorium on the death penalty. |
